Hello,
I encountered the same issue on a Z87 Extreme 6 not so long ago. I made a thread here: http://forum.asrock.com/forum_posts.asp?TID=5214&title=z87-extreme-6-bios-update-not-working
Maybe you can check there to see if some of the steps I took solve your issue.
I suggest you check with CPU-Z that your board is indeed a Z87 Pro4. As pointed by a moderator, some boards have inconsistencies with hardware/revisions/names.
Then if it is not working, you should contact the ASRock support proper to your region by mail, and link them this thread.
You cannot use the Internet Flash because the IP of their servers have changed, and the older BIOS version you have likely does not have the new IP registered.
